Who can apply
- Have a high school diploma or GED (trainees may instead be enrolled in a high school pharmacy technician program).
- Complete a Board-approved school program, a Board-approved 500-hour on-the-job pharmacy training program, or hold national certification with at least one year of practice in another state.
- Pass the PTCB (PTCE) or NHA (ExCPT) exam and hold current certification before registering as a technician.
- Complete a fingerprint-based state and FBI background check through the West Virginia State Police vendor before applying; results are valid for 12 months.
- Not be an alcohol or drug abuser, and meet the conviction limits in W. Va. Code 30-5-11.
Step by step
- Get fingerprinted through IdentoGo (WVBOP service code 228Q8H) for the state and national background check; you receive a TCN number to enter on your application.
- Apply online for a pharmacy technician trainee registration, with the school's enrollment certification or the pharmacist-in-charge's certification for on-the-job training, and a 3x4 photo.
- Complete your Board-approved school program, or 500 hours of on-the-job training within 18 months under a pharmacist's direct supervision.
- Pass the PTCE or ExCPT and earn CPhT certification before your trainee permit expires.
- Apply online for pharmacy technician registration ($25) with the completion certification and a copy of your national certificate.
- Renew by June 30 of your renewal year, submitting a current copy of your national certification.
Training and exam
Training: You must graduate from a Board-approved school program or finish a Board-approved, pharmacy-provided on-the-job program of at least 500 hours of work within 18 months under a pharmacist's direct supervision (15 CSR 7-4.2, effective July 1, 2026). Technicians qualifying by out-of-state experience need national certification and at least one year of practice elsewhere. The Board keeps a list of approved training programs.
Exam: You must pass the NHA ExCPT or the PTCB PTCE and hold current CPhT certification (15 CSR 7-3.1.2.b). Trainees must pass before their trainee permit expires or stop working until they do; the Board may grant an extension on petition. No separate state exam.

What other sites get wrong about West Virginia
Myth: West Virginia does not require PTCB or NHA national certification for pharmacy technicians.
Fact: To register as a technician you must pass the ExCPT or PTCE and hold current CPhT certification (15 CSR 7-3.1.2.b, effective July 1, 2026). source
Once you're registered
Renewal: Technician registrations expire June 30. The current fee rule describes biennial renewal, with half of registrants renewing in even years and half in odd years, and the Board's current renewal form covers July 1, 2025 to June 30, 2027 (the form still quotes the statute's older 'annual renewal' wording). The Board asks that renewals arrive by June 15. A late fee applies after June 30 ($20 per the Board's renewal page), and a registration not renewed by August 31 lapses and needs reinstatement ($50 reinstatement fee plus the renewal fee). Technicians registered on or after July 1, 2014 renew by submitting a current copy of their national certification; those registered before then complete 20 CPE hours every two years, including 1 hour of pharmacy law and 1 hour of patient safety.
Good to know in West Virginia
Trainee time limits: Under the rule effective July 1, 2026, on-the-job trainees must complete 500 hours within 18 months, and the pharmacist-in-charge must certify completion (or failure) within 18 months of approval. The Board's extension page still describes an older 15-month period and a 90-day window to pass the exam after training. If time runs out, you must stop working and may petition the Board for an extension.
Starting over as a trainee: If you previously held a trainee registration, you must file an extension request to begin a training program again, with no credit for training already completed.
Changing pharmacies as a trainee: A trainee registration does not transfer to another pharmacy unless the pharmacies share ownership and a training program, or the new pharmacist-in-charge files an affidavit with the Board.
Moving to West Virginia: Under the Universal Professional and Occupational Licensing Act of 2025, a technician registered in another state may apply if they establish West Virginia residence or are the spouse of an active-duty service member stationed here.
Staffing ratio: A pharmacy may have no more than six technicians and trainees per on-duty pharmacist (15 CSR 7-5.3).
