Neither part determines which fan speeds work. A blocked filter or drain reduces air volume or leaves water in the case, but they affect all speeds alike. The reduced speeds are produced by the blower resistor or the blower control module, and on most systems the highest speed bypasses that device entirely, which is exactly why high still works when the lower steps do not.
