A work scope is a contract-grade instruction, not a wish list: each entry must state the measure, its location and quantity, the standard the finished work must meet, and its place in the sequence, so that a contractor can price it and an inspector can verify it. Brand selection is the installer's business, and the number of line items is set by the findings, not by a quota.

2. An audit turns up four findings: a water heater that spills flue gases at worst case, an uninsulated attic, original single-pane windows, and a 15-year-old air conditioner. Which finding leads the work scope, and why?

3. A scope will include substantial air sealing and attic insulation. The homeowner also wants the aging furnace replaced during the same project. How should the scope handle the furnace?

Air sealing and insulation reduce the design heating load, so equipment selected before the shell work is finished is sized for a house that will no longer exist. Matching the existing nameplate, or padding it upward, locks in oversizing, which costs more, short-cycles, and degrades comfort and equipment life.

4. A scope calls for dense-packing an attic kneewall cavity and also for sealing the open floor cavity behind that kneewall. Why must the scope state that the sealing is performed before the cavity is filled?

The repair itself is a referral to a qualified trade, but it belongs in the scope as a prerequisite rather than as an optional note.

A good line item states what is done, where it is done, and how the finished work will be judged, and stops there. Dictating the installer's materials and tools crosses into means and methods, while a subjective end point or a bare percentage target leaves nothing a contractor can price or an inspector can verify.

9. A scope line reads only "insulate the crawl space," and three contractors return three very different prices. What addition makes the line priceable without dictating the installer's means and methods?

10. A crew finishes the air sealing and insulation on a house that has a natural-draft water heater in the basement. The homeowner asks whether the job is now complete. What is the correct answer?

Tightening the enclosure changes the pressure conditions the appliance vents against, so a combustion zone that passed before the work can fail after it even though nobody touched the equipment. The scope is not closed out until the post-work testing is performed and documented, and until ventilation is confirmed adequate for the tighter house.

11. Post-work testing on a completed air sealing job shows that the water heater now spills under the worst-case condition, although it passed the same test before the work began. What does the scope obligation require?

When money runs out before the measures do, the ranking rule does not change: health and safety work is funded first, and the remaining budget goes to the measures that return the most value per dollar. Windows are almost always the weakest value in an envelope package, and a control upgrade cannot substitute for correcting a combustion hazard.

Explaining the finding as what is happening to the house, rather than as a pair of technical terms, is what lets the owner judge the recommendation.

17. The report will include a modeled annual energy saving for the recommended package. How should that number be presented to the homeowner?

Habit, program rules, and low material cost are not reasons a report can defend.

19. Measure A costs $2,000, saves $200 a year, and lasts 8 years. Measure B costs $6,000, saves $300 a year, and lasts 30 years. The program screens measures by savings-to-investment ratio, with 1.0 as the threshold; ignore discounting. What do the two screens show?

Recommendations may not be driven by a specific product line, by the services the auditor's firm happens to sell, or by convenience, and any conflict of interest must be disclosed to the client. Concealing the relationship does not remove the conflict, and a blanket ban on auditing and installing is not the rule; transparency plus evidence-based recommendations is.
