What does hold everywhere is the reasoning: how to read a site and match a tree's mature size and tolerances to what that site can actually support, how to tell an abiotic cause from a biotic one by its pattern, and the fact that the label is the legally binding instruction. That reasoning travels with you; a species list does not.
What is the difference between a hazard and a risk, and why does the exam care?
A tree with a large dead limb in the middle of a forest where nobody goes has a defect, but there is nothing for it to hit. Risk requires a target — something or someone that could be struck — and how often that target is actually there changes the answer completely. The assessment then keeps two judgments apart that people habitually merge: how likely the part is to fail, and, given failure, how likely it is to reach the target.
