Your state's CDL manual is free and is literally the source document for the permit knowledge test, so pair it with free practice questions before paying anyone for permit prep. The unavoidable purchase is ELDT theory training, mandatory since February 2022 for all new Class A/B applicants and most endorsements — and since every registered provider must teach the same federal curriculum, a $20 course confers the same certificate as a $125 one. Before paying any ELDT provider, confirm they are listed on the FMCSA Training Provider Registry (tpr.fmcsa.dot.gov) on the day you enroll, and confirm your state accepts online theory (Washington, for example, has extra requirements). Paid question banks like CDL Premium are a convenience for nervous test-takers, not a requirement — none of them substitute for the ELDT certificate or behind-the-wheel training.
